DND INTRODUCES AMENDMENTS TO THE NATIONAL DEFENCE ACT

The Honourable Peter MacKay, Minister of National Defence, tabled a bill in Parliament today that introduces significant amendments to the National Defence Act . The amendments contained in Bill C-41, the Strengthening Military Justice in the Defence of Canada Act , reflect recommendations made in the 2003 report by the former Chief Justice of the Supreme Court, the late Right Honourable Antonio Lamer, as well as by the Standing Senate Committee on Legal and Constitutional Affairs in their May 2009 report, Equal Justice: Reforming Canada’s System of Courts Martial . …

Transition to Civilian Life Survey (TCLS)

In order to help Veterans Affairs Canada (VAC) and the Department of National Defence (DND) ensure that their programs continue to meet the needs of former and still-serving Canadian Forces (CF) members, more needs to be known about how former CF members are doing after they leave the military.

To get this information, Statistics Canada will conduct a national telephone survey of 4,800 former CF Regular Force members on behalf of VAC and DND. Survey participants will be randomly selected by Statistics Canada from the population of CF Regular Force members who were released from 1998 to 2007. The survey will consist of a telephone interview lasting about 30 minutes and covering topics such as health status (mental, physical and social); factors impacting health such as smoking, alcohol use and stress, and disability.

Participation is entirely voluntary, but the co-operation of those who are selected to participate is important to ensure the results are as accurate as possible.

Release of the findings of the Board of Inquiry into the In-Theatre Detainee Handling Process

OTTAWA – The Board of Inquiry (BOI) report for the In-Theatre Detainee Handling Process was released today. The Board, composed of three senior Canadian Forces (CF) members, concluded that detainees were handled professionally and humanly by CF members with whom they were in contact, and that CF members acted consistently beyond reproach.

At the Canada-EU Summit in Prague on 6 May, Canadian Prime Minister Stephen Harper, Mirek Topolánek, Czech Prime Minister and holder of the EU Presidency, and José Manuel Barroso, adopted a Joint Declaration.

A wide range of subjects was discussed, centred around 3 themes on which Canada and the EU work closely together:

a comprehensive economic partnership ageement;
energy, climate change and the environment;
peace and security.

The Summit looked at the commitments made in 2008 and reported on progress, as well as setting the direction for the future.

Regular Canada-EU Summits bring together the Canadian Prime Minister, the leader of the EU Member State that holds the current EU Presidency, the President of the European Commission. Among other things these Summits, and the Summit Declarations, provide the political direction for the relationship as a whole and frequently address shared foreign policy concerns.

2008 Summit: key commitments

In June 2008, at their Summit in Quebec City, Canada and EU Leaders adopted a joint Declaration. Some key commitments included:

to work toward a historic, comprehensive economic partnership agreement and the launch of negotiations at the 2009 Summit;
the conclusion of negotiations on a comprehensive air transport agreement;
collaboration on crisis management and conflict prevention. Particular areas of focus included Afghanistan and Haiti;
close collaboration in the fight against climate change and in efforts to improve energy security.

Government of Canada extends Navy’s counter-piracy mission

OTTAWA – The Government of Canada is extending the counter-piracy mission of HMCS Winnipeg, as part of Standing NATO Maritime Group One off the Horn of Africa, to the beginning of June. This extension allows HMCS Winnipeg to continue conducting operations with NATO allies off the coast of Somalia by maintaining a high-profile multi-lateral presence to defend against and deter acts of piracy.
